Our reading of AZPDES CGP AZG2025-001, Part 2.2.3(a) and Appendix A:Arizona requires a "qualified person", defined to include the operator's own employees as well as outside personnel.
What has to be in it

It is a living document, not a filing
Part 7.3 requires the plan to be available at the site, or somewhere close enough to produce on request, for as long as the permit covers the work. Part 7.4.1 requires it to be modified within seven days of a change that affects discharges, or when an inspection shows a control is not working. An unmodified plan that no longer matches the site is the more common finding, not a plan with a mistake in it.
How Arizona differs from the federal baseline
States with no NPDES authorisation of their own run on the EPA 2022 Construction General Permit, whose "qualified person" definition is a knowledge and skill threshold that the operator's own staff can meet — it names no licence. Arizona writes its own version of that same qualified-person threshold into its permit. It is a knowledge threshold, not a credential, so the operator can meet it.

- Part 7.2, clause by clause: the operators and the area each controls (Part 7.2.1), the stormwater team (Part 7.2.2), the activity and its phasing (Part 7.2.3), the site map (Part 7.2.4), authorised non-stormwater discharges (Part 7.2.5), the controls (Part 7.2.6), the inspection procedure (Part 7.2.7), the other federal requirements (Part 7.2.9), the signature (Part 7.2.10) and the records the plan holds (Part 7.2.11).
- Does the SWPPP get submitted, or kept on site?
- Kept, in the general case. Part 7.3 requires it to be available at the site — or at a nearby location where it can be produced on request — for as long as the permit covers the work. The Notice of Intent is the thing that gets filed, and Part 7.2.11 then requires a copy of it to live inside the plan.
- When does the plan have to be changed?
- Within seven days of a change in design, construction, operation or maintenance that affects discharges, or when an inspection or corrective action shows a control is not working (Part 7.4.1). The date of each modification and who authorised it are recorded with it (Part 7.4.2–7.4.3). That is why the file we produce is an editable .docx.
