Is a filled-in plan just a template with answers typed in?

Structurally, yes — and that is the point. The value is in not having to work out where each answer belongs, and in the state clause arriving with its citation attached.

What does a SWPPP template actually give you?

A template gives you the federal Part 7.2 structure with every site-specific fact still blank; the work that remains is the site map, the phases, the controls, the receiving water and your state's own preparer clause.

What a blank template cannot know

The parts of a plan that a reviewer reads first are the parts a template leaves empty: which operators control which areas of the site (Part 7.2.1), what the activity is and how it is phased (Part 7.2.3), what the site map shows (Part 7.2.4), and which controls are going in with what maintenance and installation schedule (Part 7.2.6).

The other thing a template cannot know is which state you are in. The preparer clause differs in all 50, and in nine of them a self-prepared plan is not usable at all.

What to check on any template you download

That it follows the current permit rather than a superseded one; that it has somewhere to record inspections and corrective actions; that it has a signature block for the right signatory (Part 7.2.10); and that it holds the records the permit requires the plan to hold (Part 7.2.11).
