Who may prepare the plan in South Carolina
For construction sites that disturb more than 2 acres, each C-SWPPP must be prepared, amended when necessary, certified, and stamped as allowed by their respective act and regulations by a qualified individual who is licensed as follows… I. Registered professional engineers… II. Registered landscape architects… III. Tier B land surveyors… or IV. Federal government employees.

Reg. 72-307:South Carolina requires a licensed engineer, landscape architect or Tier B land surveyor to stamp the plan only above 2 disturbed acres; at or below 2 acres a sketched plan with no seal is accepted. The other half of the tier comes from S.C. Reg. 72-307, which allows a site at or below 2 acres to file a "sketched plan (engineer's, Tier B surveyor's or landscape architect's seal not required)".
How South Carolina differs from the federal baseline
States with no NPDES authorisation of their own run on the EPA 2022 Construction General Permit, whose "qualified person" definition is a knowledge and skill threshold that the operator's own staff can meet — it names no licence. South Carolina goes further than that baseline above its acreage line, and stays at or below it underneath — which is why the answer here depends on how much ground you disturb.
